If someone opens a dispute on Paypal how can the $ be accessed to ship the item if there is a hold? HELP!!?

I sold a turntable ( record player) to someone in Hong Kong. Exactly 2 weeks after the auction ended the buyer filed a dispute. Even though I informed him it could be a couple of weeks before I could ship it. My rating is excellent and I am a good communicator. Unfortunately I'm finding the buyer is not.
So anyway, he filed a dispute and Paypal promptly put a hold on the money he paid. This is where the difficulty is at. It costs $70 to ship this turntable to Hong Kong and the price of the turntable was only $63. I replied to his complaint by informing him I was very sorry and that if he closed the dispute I could then access the money he paid for shipping. I even offered him a $20 discount. His reply to this was that Paypal encouraged him to keep the case open and his final remark was that it wasn't his problem and that the problem was mine.
. So supposing I scrape up OTHER money besides that which is locked up from the hold. What is my protection in this matter? HELP&thanks!

Unfortunately there is probably no recourse or protection for you in this matter. That is why as an eBay seller I never sell outside the US and even then I get delivery confirmation.

You may want to contact PayPal and see if they will help you. However my experience is they side with the buyer. Also with the new rules with eBay and PayPal they are allowed to tie up a seller or buyer's money for any number of reasons. In fact that is why I quit selling through them. I've found numerous other sites and even one that I was able to transfer my rating too. However transfering the rating was only available for a short time before eBay's changes went in to effect.
