Tube Phonograph Radio

What does it mean when people say they have "restored" an old radio or console phonograph?
I have a GE Console Phonograph with a Porta-Fi Speaker but it's showing it's age. It works but has that really loud hum in the speakers (like a hundred little mini-monks having a prayer session) when you turn it on. Plus, the Porta-Fi isn't working at all, just static. I have seen things listed everyplace that has these old things for sale that they have been "fully restored"....what the HECK does that mean??? Like, the vacuum tubes ripped out and replaced with up to date technology? If someone has info on this process or performs this "restoration" in the Indiana area, let me know! Thank you in advance for any help....I'm at the end of my rope!

Yeah, your electrolytic power supply capacitors have dried up from age and disuse. They no longer filter the 60hz transients coming in from the wall power grid, and the amplifier reproduces them. Running a radio like this is dangerous, as it overheats transformers and stresses out speakers. Good way to kill a tube amp, actually.
Full restoration entails:
Replacement of all electrolytic and wax paper capacitors
Testing of all tubes, and replacement of marginal ones (tubes rarely fail, actually... cheap TV sets hurt their reputation)
Testing of all resistors for drift
Aligning the tuner dial
Testing and possibly replacing the phono pickup
Replacing damaged power leads, if applicable
Cleaning the case
Other assorted tasks, as they come up.
And yes, your radio is repairable. It will need some new passive componentry to replace failed parts (only visible from inside case,) but it will keep the same vintage chassis and circuit. Yes, that means it will operate the way it did when new, tubes and all. Anyone who knows tube audio can tackle it... ask on Craigslist. Too bad it's too heavy to ship, or I'd tell you to send it off.
