I'm looking for a input tool (cordless mouse?) to make use of the lasso function on photoshop elements.?
I know that getting a stylus is probably the best way to outline digital photos to make use of the 'lasso' function with photoshop elements, but not having the right computer, what else could I use? I've seen these cordless mouses that have the transmitter built inside. Would they make an accurate 'track' or is there something better to use? Also what techniques would help to accurately select the part of the photo you want to mask or highlight?
I whole heartily agree about the stylus. It last a long time and worth the investment (even th smallest tablet). You say you don't have the right computer, but just about every computer make in the last 5 years has a USB port and that should be good enough (even the first version USB 1.1)
As for photoshop technique, you should learn about quick mask. On the tools pallet on the left, at the bottom you will see 2 square with a circle each inside of them. One of them is to bring you into QUICK MASK and another is to take you OUT of QUICK MASK. You can always use letter Q to trigger (enter and exit quick mask).
In the quick mask mode, you basically use paint brush to make selections. In another words if you were to have made a round selection, and then enter quick mask, you will see a round transparent red circle. Except the selection and the MASK is opposites of each other. Anyway the reason quick mask is important is that you make selections using a brush or take away selection like you are just using a eraser.

The Must Have R4 DS Card Homebrew Game For Nintendo DS
Oh those funky music games. They seem to be all the rage on all of the major game systems today. Guitar Hero and RockBand are some of the best selling games. Not just because they have some amazing tunes you can listen to, but also because they give you the very real feeling of actually being in a band, playing your favorite instrument of choice and jamming to some of the best tunes out there.
So popular are these games that even both the Sony PSP and the Nintendo DS have their own version of Guitar Hero and / or RockBand available for your musical pleasure. But what people don't know is that there have been freeware versions of these types of games available for a long time.
If you own and R4 DS Card for the Nintendo DS or DSi console, you can actually have a choice of several music games, absolutely free to use and play. One of my very favorite ones, though there are several, is a game called Video Games Hero. Based on a Guitar Hero style interface, the game uses the touch screen of the NDS and your fingers or stylus to hit the right notes, at just the right time, and move further and further along in the game.
You will need an R4 DS Card in order play Video Games Hero - because it is a homebrew / free game that you can download at no cost from the Internet. Just how good is this game? So good that it has a world wide following amongst homebrew gamers, with world wide leaderboards and huge challenges set up to see if you can beat the best players.
The song is filled with some amazing and Unconventional music tracks like "Eye of the Tiger" and the Inspector Gadget theme, that really sets it apart from the other (mainstream) music game, namely Guitar Hero for the NDS. Not to mention that the other thing it has going for it in a very big way is the fact that the game is free... Providing that you have the right R4 DS or other homebrew enabled hardware to download and play the game.
The touchscreen controls are really nice in Video Games Hero. Making your ability to hit the right note truly up to your skill and timing. It's mixed in perfectly to enable you to either use your fingers or the DS Stylus to play. And what's really neat is your ability to create and add your own music and songs to the game. Giving yourself a virtually limitless library of songs to add. And there's a large community of players who love this game that have released a good number of songs already.
