How do I wire a receptacle to an on/off switch to a transformer?

The receptacle has N (neutral?), L (live?) and E (Ground) and one more metal piece on it. The on off switch is a 2 pole 2 pole rotary switch.

first connect all grounds then take the neutral on the transformer to your receptacle neutral then take one live wire from the receptacle to the switch and from the switch to the transformer being that it is two pole you will take a wire from each pole and take each "hot leg" wire to a separate "live" connection point on the transformer, provided that it is a two phase connection

On/off switch that controls both top and bottom receptacle. How to create and "Always hot" receptacle?

In my house, the wall switch controls both the top and bottom receptacle from th nearby wall outlet. At the apartment I used to rent, the switch only turn off the top receptacle while the bottom one was "always hot". How do I fix the outlet so one of th two receptacles works with the switch while the other is "always hot"?

Leave the switch on,
else you will have to have an electrician come out and connect the wire at the receptacle to both plugs-ins on the recepticle. Ajumper can replace the tab that was removed to isolate the switched outlet.

This is an easy fix, but if you are not inclined to mess with electricity, I suggest you have an expert do it.
