How hard is it to rebuild a diesel vacuum pump?
I have a 1978 MBZ 300CD (123 chassis) that has lost the vacuum (brakes don't work and the engine won't shut-off without choking it). The belts are good so it's probably the pump. New ones are too expensive, refurbs are scarce, so I need to look at rebuilding mine. They have kits (two check valves, gasket, diaphragm) for $25. If the kits are so cheap why are the rebuilts so expensive? Is there some kind of mystical priming process involved or is it really just about replacing the parts?
Are you absolutely sure the vacuum pump stopped drawing vacuum? The brakes are known to be a little on the weak side because it is a heavy car. Your master cylinder may need rebuilding. Take the vacuum connection off of the brake booster. See if it is pulling vacuum.
As for the problem with the car not shutting off, this is EXTREMELY common with older diesels. Check your fuel shutoff solenoid. This was bad on one of my Benzes and it fixed it. Check out this link.http://dieselgiant.com/repairyourshutoffvalve.htm It will tell you how to test the valve to see if it is bad or not. It may just be a coincidence that both have gone out.
If you're sure it is the vacuum pump, then a self rebuilt is pretty difficult. If you know what you are doing, then you should be ok. The reason is it so expensive to have done is because it is really difficult to reach. You may even want to consider a used pump, if you can find one online.

Just keep in mind that this may be a temporary repair because that "pin hole" leak may just might be the tip of the ice burg and the first indication of a tank that is badly rusted on the inside and ready to spring a leak elsewhere.
